Humanitarian Aid Commission (HAC)

Presidency of the Council of Ministers (under the direct supervision of the Prime Minister since 2023)

Official website

Overview

HAC coordinates and carries out humanitarian work in Sudan under the Voluntary and Humanitarian Work Act 2006. It registers national, regional and foreign voluntary organisations and networks, supervises their work and that of international bodies, and helps shape humanitarian aid plans and policies. It also monitors and evaluates all voluntary and humanitarian programmes in the country.

VisionHumanitarian work led by the community to achieve the pride and dignity of the Sudanese nation, its security and its development.
MissionTo manage voluntary and humanitarian work, strengthen the values and culture of volunteering, help rebuild areas hit by natural and man-made disasters, and work with partners to meet humanitarian goals.
Established1996 (as HAC; current form under the 2006 Voluntary and Humanitarian Work Act)
Laws it works underVoluntary and Humanitarian Work (Regulation) Act 2006; Regulations for the Registration of National and Foreign Voluntary Organizations 2013; Regulations for Registration of Voluntary Organizations Networks 2013; Humanitarian Action Guidelines and Procedures (Amendment) 2016; General Manual for the Procedures of National and Foreign Organizations 2015

How it works

A new organisation chooses a name, gets it approved by the Registrar General, and fills in the forms and bylaws template. It then lodges three copies of the documents with the Registrar's Office. Technical review and approval take no more than one month. The general assembly then meets, with the Registrar General or a representative present, to elect the executive office and adopt the bylaws. After submitting the minutes and paying the fee, the organisation receives a registration certificate, which is valid for one year and must be renewed. Registered organisations must sign technical agreements before running projects, and need the Commissioner General's approval for agreements, research and surveys. HAC's Unified Procedures Complex handles project reviews, visas, residencies, work and travel permits and customs exemptions, and supervises the annual evaluation of organisations' performance. Since 2023, state-level commissions sit under the federal commission.
