Overview

The Ministry of the Interior is responsible for registering associations, following their activities and dealing with all questions about how they are governed and organised. Within the ministry, the Directorate of General Administration and Regulation (DAGR) receives and examines applications to create associations, issues the matching receipts (récépissés), and oversees civil society: foreign and national associations, NGOs, networks, cooperatives and groups.

How it works

Founders file an application to create an association with the DAGR at the Ministry of the Interior. The directorate examines it and, if accepted, issues a receipt (récépissé) that records the association's existence. The DAGR also organises and supervises foreign and national associations, NGOs, networks, cooperatives and groups, and the ministry follows registered associations' activities. The ministry's website does not publish a document checklist, fees, renewal rules or annual reporting requirements.

How to register an NGO in Djibouti

  2. Submit the application to create the association to the DAGR, Ministry of the Interior
  3. DAGR examines the application
  4. Receive the receipt (récépissé) confirming the association is registered
