Overview

The Ministry of Territorial Administration and Decentralisation (MATD) is responsible for drafting the laws and regulations on associations and NGOs, ensuring they are applied, and promoting national associations of public utility. Within the ministry, the National Directorate for the Regulation and Promotion of NGOs and Associative Movements handles NGOs and associations, including the issuing of approvals (agréments) that allow them to operate legally.

Laws it works underLoi L/2005/013/AN du 4 juillet 2005 fixant le régime des associations en République de Guinée; Loi L/2005/014/AN (companion law reviewed with L013 in 2018, per press reports)

How it works

NGOs and associations must obtain an agrément (approval order) from the MATD; operating without one is illegal. Sample approval orders show that the agrément is issued for three years, renewable, and lapses if renewal is not requested in time; renewal follows an evaluation by the ministry's technical services of field activities against the NGO's statutes. Approved NGOs must report statute changes to the ministry within 30 days, submit periodic activity reports, and sign partnership agreements with the relevant ministries before implementing projects, sending copies to the supervising authority. The MATD suspended the issuing of agréments from September 2024 for four months on public-order grounds and lifted the suspension in January 2025. The regulator was earlier known as SERPROMA (Service National de Réglementation et de Promotion des ONG et Mouvements Associatifs).
