Overview

The Ministry of the Interior, Public Security and Territorial Administration oversees NGOs and development associations in Niger, approves (recognises) them, and can suspend or withdraw their authorisation to operate. Within it, the Directorate-General for Political and Legal Affairs and its Directorate of Public Freedoms publish the official list of recognised NGOs.

Laws it works underDécret n° 92-292 portant statut des Organisations Non Gouvernementales (ONG); Loi n° 91-006 (associations), Article 20-1, and Décret n° 2022-182/PRN/MAT/DC du 24 février 2022 (as cited in a 2025 ministerial communiqué reported by the press)

How it works

Under the 1992 NGO decree, a Nigerien NGO must first be constituted as a declared and authorised association, and a foreign NGO must request and obtain government approval before starting work. Approved NGOs are monitored by the ministry: in November 2025 it suspended, indefinitely from 14 November, the activities of NGOs that had not published their previous-year financial statements, giving them 60 days to publish their 2024 statements in the Journal Officiel. A February 2025 ministerial order created a technical committee under the Interior Minister to oversee NGO governance and alignment with government strategic priorities. The ministry publishes a list of recognised NGOs ('ONG reconnues 2025'). Detailed application steps, documents and fees are not published on the ministry site.
