NGO registration in Rwanda

Rwanda Governance Board (RGB)

Independent; reports to the President and both chambers of Parliament

Official website Online portal

Overview

RGB promotes good governance and monitors service delivery in public and private institutions and civil society. For civil society it registers national NGOs and faith-based organisations, grants them legal personality and checks that they follow the law; it also registers international NGOs and political organisations and sets registration guidelines.

EstablishedEstablished by Law N°56/2016 of 16/12/2016
Laws it works underLaw N°56/2016 of 16/12/2016 establishing RGB; Law governing non-governmental organisations; Constitution of Rwanda (2003, revised 2015)

How it works

National NGOs apply online for a certificate of legal personality, submitting notarised statutes, founding minutes, a collaboration letter from the district, the legal representatives' IDs and criminal records, an annual action plan, budget, source of funds and organisational structure. International NGOs apply online for a certificate of registration with a power of attorney, home-country statutes, proof of funding, an MoU with the partnering ministry, an action plan and budget. Both pay a non-refundable fee through e-Imiryango, and RGB gives feedback within 90 days. After registration RGB monitors compliance and can ask for explanations, suspend certificates or revoke legal personality.
