Ministry of the Interior and Decentralisation (Ministère de l'Intérieur et de la Décentralisation) - departmental prefectures / Directorate-General of Territorial Administration (MID)

Official website

Overview

The Ministry of the Interior and Decentralisation represents the State in the departments and sub-prefectures through territorial administration, under the Directorate-General of Territorial Administration (DGAT). Associations are formed by declaration to the administration and receive a receipt (récépissé). Recent declarations are made to the prefecture of the department, for example the Prefecture of Brazzaville. Earlier declarations went directly to the Ministry.

MissionGuarantor of public security and territorial unity; coordinates State action in the twelve departments, supports local authorities, and oversees civil registration and elections (official 'Le Ministère' page).
Laws it works underLaw of 1 July 1901 on the contract of association (as applied in Congo) and the Decree of 16 August 1901; Law No. 19-60 of 11 May 1960 making prior declaration compulsory for associations

How it works

Associations are created by declaration under the 1901 association law as applied in Congo. Official Journal notices list each association's receipt number and date, its declaration date, registered office and purpose. Since at least 2016, notices show declarations made to the prefecture of the department (for example the Prefecture of the Department of Brazzaville). Older notices show declarations to the Ministry of Territorial Administration (2008-2010) or the Ministry of the Interior and Decentralisation (2012-2013). Once it has its receipt, the association publishes an extract of its declaration in the Official Journal, which the General Secretariat of the Government (sgg.cg) publishes. The Ministry's website gives no procedure, checklist or annual reporting rules for associations or NGOs.
