Ministère de l'Administration territoriale et de la Mobilité (ministry in charge of public freedoms) - Guichet unique des associations (MATM)

Ministère de l'Administration territoriale et de la Mobilité (MATM); NGO monitoring also involves the Ministère de l'Économie et des Finances (DGCOOP)

Official website Online portal

Overview

The ministry in charge of public freedoms, currently the Ministry of Territorial Administration and Mobility, receives declarations of existence of associations and authorises foreign associations and NGOs to operate in Burkina Faso, and can revoke or suspend those authorisations. Its one-stop shop for associations manages associations and foundations and keeps a directory of registered national and foreign associations. The Ministry of Economy and Finance (DGCOOP) runs a computerised NGO monitoring system and, with the sector ministries, receives NGO budgets and financial reports.

Laws it works underLoi n° 011-2025/ALT (freedom of association; replaced Loi n° 064-2015/CNT in July 2025, per press reports); Loi n° 064-2015/CNT portant liberté d'association (previous law; Article 31 establishment agreement); Décret n° 2025-1440 du 11 novembre 2025 (CSO/NGO bank accounts in a state bank, per press reports)

How it works

National associations file a declaration of existence with the competent administration and receive a receipt (récépissé), which is published in the Journal Officiel. Foreign associations and NGOs need an authorisation to operate, which must be renewed, and must sign an establishment agreement (convention d'établissement) with the State; in June-July 2025 the ministry revoked the authorisations of about a dozen foreign NGOs mainly for failing to sign it. The July 2025 law strengthens monitoring: associations must file budgets, annual accounts and financial reports with the ministries in charge of public freedoms, economy and finance, and their sector, and government decisions require at least 80% of NGO resources to go to field investments. A November 2025 decree requires CSOs and NGOs to hold their accounts in a state-owned bank. The Service Public portal lists processing times of 3 to 14 working days for declarations and foreign-association authorisations, but does not name the office or list detailed documents.
