Ministry of the Interior, Security and Decentralisation - Directorate-General of Elections and Public Liberties (Direction Générale des Élections et des Libertés Publiques) (DGELP)

Ministry of the Interior, Security and Decentralisation (Ministère de l'Intérieur, de la Sécurité et de la Décentralisation)

Official website

Overview

The Ministry of the Interior grants legal recognition to associations, NGOs, religious congregations and political parties under Law No. 35/62. Its Directorate-General of Elections and Public Liberties (DGELP) receives association files and keeps the national register of organisations holding a final receipt (récépissé définitif).

Laws it works underLaw No. 35/62 of 10 December 1962 on associations

How it works

Founders send a handwritten application to the Minister of the Interior with the association's documents, and file it at the DGELP, which accepts files every day. Incomplete files, or files with wrong information, are rejected. The Ministry issues a receipt recognising the association. Its own news refers to organisations 'holding a final receipt' (récépissé définitif). From 28 September to 15 October 2026 the Ministry ran a national mapping of civil associations, religious denominations, NGOs and political parties in Greater Libreville. The aim was to update the national register, strengthen knowledge of the associative sector and support public security and local planning. The Ministry's site has no rules on annual reports or renewals.
