Ministry of Interior, Federal Affairs and Reconciliation (NGO Registration Department) (MoIFAR)

At federal level, the Ministry of Interior, Federal Affairs and Reconciliation registers non-governmental organisations through its NGO Registration department. Its NGO registration page states that all NGOs must register with the Ministry of Interior under Article 54 of the 1973 Civil Law, and describes an NGO as a group of two or more people of a permanent nature organised at national or international level.

Local and international NGOs register with the NGO Registration department of the federal Ministry of Interior. The ministry's website has separate pages for registration requirements and for renewal requirements for international NGOs, in English and Somali (Diiwaanka NGO). Renewal of registration is required, at least for international NGOs. The detailed document checklists could not be read because the site blocked automated access. Separately, the Ministry of Planning, Investment and Economic Development (MoPIED) runs accountability reviews of international organisations' projects, and federal member states and Somaliland run their own registration systems.
